Lather is actually millions of tiny bubbles. The bubbles are made of a very, very thin film of shampoo with air inside. Since the film is so thin, the coloring in the shampoo isn't enough to color it, and it's actually clear. But, if you've ever looked at a big bubble, you know that it refracts all colors of light. With all of those tiny bubbles, the light that's refracted is seen as white.
