I'm pretty short (a little over 5'2"), and petite. I find that the best jeans for me are:
Old Navy - try the regular if you like your jeans on the long side for heels. The Ankle length are usually right for me.
Tommy hilfiger - the lengths are good on these, especially in the lower sizes
Or, buy whatever jeans fit your waist and hips. Pretty much all taylors will take them up for around $10 a pair. A home alternative is to buy strong fabric tape, and tape the jeans up (on the inside obviously). When you wash the jeans, take the tape off, and there won't be a mark.

Most places nowadays offer different lenths in jeans. I like Express jeans. They have different lengths. I don't own any, but I have tried on and really liked (I should have bought) jeans from Ann Taylor Loft. If I remember correctly they had different lengths. If they didn't, check them out anyways, they have a petite section.

After I buy jeans, I just get the hem taken up. It's eaiser than all the hassle of trying to find a short pair of jeans.
It's unfair how there is nothing for us shorties.

I like Gap jeans...I'm 5'3", and their shorter length jeans fit great. They also come in curvy and original, so chances are you'll find a fit no matter what shape you are. My favorite are the "Long and Lean" fit, which are called "Long and Lean" because they make you appear that way!

It is hard to get that right balance between fit in the waist/ hips as well as length.
Even though Limited Too is a clothing store for young teens, they have newer half sizes up to 18 1/2 that are equivalent to most jr. sizes.
And most of the styles are "trendy" so no one but you will know they came from a young girls store.

Here are the questions I ask a customer when they are looking for the perfect pair of jeans.
To myself (use visual clues):
Body shape (butt, no butt, thighs, waist length)
Age (some fashions are meant for older or younger crowds.
To customer:
What kind of cut? (hi/low rise, bootcut, straight, taper, slim)
Wash? (Darker washes look good on curvy girls or dressed up, lighter gives a more casual look.)
Wear (Do you like NEW jeans, or worn in ones?)

skinny jeans add a look of length. never buy jeans that are light then suddenly turn dark at the bottom fourth of the jeans. it makes you look shorter. slight flare legs look tall, super flares are scary. dark jeans look classy, light shades look chic.

I'd recommend going to Search By Inseam to measure your inseam, and then shop by it. If your inseam is pretty short (anything less than 30 inches), you can also try shopping for cropped pants and wearing them as regular pants. I have a couple short girlfriends who do this, and it works well for them. (Their inseams are around 26-27 inches.) Plus, they wind up paying less for cropped pants than they would for full length!
