How much candle wax are you talking about here? If it's a little, use a PLASTIC scraper to scrape it off - metal will scratch and marr the porcelain. If it's a lot and has gotten into the pipes and is plugging up the toilet, you could try snaking it, calling a plumber or replacing the toilet. However, if it's that bad, I'd be concerned about the sewer pipes too.

The cold water should have solidified the wax, so just scrape it off with a paint scraper, spatula or butter knife.
Then fish the wax particles out with a sieve.
The remaining streaks of wax on the toilet bowl will dissolve with a little cooking oil and dishwashing liquid, mixed in equal parts, and a scrubbie.

Just scrape it out with a putty knife or something. The candle wax is hardened enough by the cold water in the bowl and porcelain is non-porous, so the wax shouldn't stick to it.
