I have a rubber bumper MGBGT and am thinking of converting it to chrome as they were orininally. There is no problem in doing the job or in getting the materials as they are all readily available but it is not a cheap thing to do and so I was wondering if it can be done in stages ie bumpers to chrome first and then lower the suspension at a later date? Also if I can do the bumpers first does the car look 'wrong' and will it handle safely?

When MG went to the rubber-bumper design the ride-height was raised in order to comply with bumper height regulations. You can convert the car to chrome bumpers while still retaining the stock rubber bumper ride height, this is no problem. The benefit is of course mostly cosmetic - the cleaner looks of the chrome bumpers.

Bringing the ride height down to the levels associated with the earlier chrome bumper cars is a big task - it requires front crossmember modifications for example - but it does give both a visual and a performance improvement. I suppose which you do first - bumpers or suspension depends on your goals and budget. Personally if it were me, I'd rather be on the lookout for a decent chrome bumper car so I wouldn't have to bother with all the mods.

Going back to original is a good thing, but lowering may not be as your vehicle will ride rough and may not handle as well, plus lowering your car increases the danger of increased damage in the event of a rear end collision.
