We cut it back and it grows back in no time strangling the trees and other plants. Please help!

A broadleaf weed killer such as Weed-B-Gone should do the trick. Just don't spray it on the trees or bushes or it will kill or make them sick too.
Clip any flowers in the meantime though - they reseed profusely.

Actually, since you probably don't want to risk damage to your trees and other plants, Round-up is out. I plan to dig up my problem flowers, lay down weed barrier and cardboard, and just keep plucking every time I see them pop up their little heads.

Some people suggest that you can brush Round-up or other herbicides on the leaves, but you'll still end up doing the barrier/plucking routine anyway.

At least morning glories are prettier than over-grown primroses.
