Just like ANY other city. In the flatlands ... South Berkeley, University Ave, there is moderate crime. In the hills and more residential areas, the crime rate is lower.
The Elmwood and North Berkeley areas have a relatively low residential burglary rate ... and crimes against persons would be rare in those areas. Not unheard of, just rare.
Now, while I would walk on Shattuck and Rose late at night, I wouldn't be silly enough to walk at Shattuck and Ashby. Answer your question?

Since it's Berekely, you can commit a crime and just blame it on society and say your a product of your environment and they won't put you in jail.
