If you are referring to the 1993 bombing attack at the World Trade Center, you might want to recheck your history. Six conspirators were tried and convicted in 1997 and 1998 for that act. The feds worked effectively and competently, the FBI gleaning a great deal of information from suspects by the use of routine interrogation without torture, during the Clinton administration to resolve this attack on the center.

The first bombing of the World Trade Center. I remember it well. It's even snowing today in NYC like it was then. Maybe if the US had taken some more thorough action then, we could have prevented 9/11 and the horrible war we're in now.

Ten Muslim terrorists were prosecuted and sentenced to life in prison. I'm not sure how that qualifies as a failure to respond. I guess that bombing the capitol city of a country that had nothing to do with the attack is the only response that qualifies.
