Put a fence around it.
If that's not possible get one of those security things where you put a special collar on your dog(s) and a small shock will hit them whenever they cross an invisible line, like trying to get into your garden area.
A friend of mine has one and they never worry about their dog running out of the front yard anymore, they said it works great.

As suggested install a dog run and put them in it when they do their running.eg mornings. Pick a strip of backyard the longer the better eg the length of the yard or across the back yard or down the side of the house. Fence this area in.
If you restore the grass areas - sod would be the quickest, make sure you aerate the ground with a garden fork etc they have compacted it down and this will make it difficult for the grass to grow.
Let them out onto the garden sometimes and if they are hole diggers build them a sandpit bury bits of bone, dried beef etc in it to encourage them to use it instead of the garden. Hope these ideas are helpful, I would rather have a messy garden then to loose my dog.

I have two dogs and suffered the same problem.
What I did was section part of the garden off for the dogs and only let them use that piece. The rest is for me and the family to enjoy long hot summers in the garden.
To get the grass back, I think you have three alternatives.
1: You could use grass seed
or
2: The costly alternative of turf. This obviously will give you an instant effect.
I believe now (Feb/Mar) is the time to do either actions.

3: Use artificial grass and let the dogs enjoy the garden with you and your family. there are many suppliers out there for example

Sorry, but you need to choose either the grass or the dogs. You can only have both if you have a lot of money.
Try replacing your grass with something you and your dogs can walk on. I know that North Americans love their grass, but there are other options. Decorative gravel, bark, mulch, even sand might be a better solution for you.

put up a fence around the garden, and designate an area of your yard for the dogs, and fence off that area too. on the other area, lay down sod or grass seed. the purpose of the fence around the garden is to keep the dogs out! I have dogs myself and I know how destructive they can be. Invisible fences (electronic ones) look better, but are more expensive.

Try laying down some sod. You might also try some ground covers. There are many that are good for walkways, low growing and very hardy. Don't get rid of your dogs!
