teachers have tenure so that they can not be dismissed capriciously because someone doesn't like them or because there is a personal conflict...teachers, yes even the ones with tenure, are held to performance standards every year, if a teacher does not meet these standards they may be rated as "unsatisfactory" on their yearly review...a teacher that breaks the law will not be protected by tenure nor will a teacher who is shown to be abusive to students...

They negotiated it in the past, and is now very strong security for them.
