Personally I never say I love you first, no matter how strongly I feel. Part of the beauty and joy of being a woman is mystery, never let anyone know everything you are thinking or feeling, I'm not saying you should be secretive just elusive enough to raise interest. If you lay your cards on the table before he has it leads to boredom and commitment issues on his part. There are so many other ways to let him know eg: body language. Just stroke his ego and make slight suggestions and let him think everything was his idea in the first place while still being mysterious, it works every time.
