Cafepress.com is a good site for getting t-shirts (and other stuff) made. However, they don't market for you. You need to find your own customers.

Which may not be a bad things. By using eBay and other sites, you can advertise your own wares.

In general, t-shirt companies won't accept unsolicited artwork. And mass merchants (like Target) don't buy shirts from just anyone. You'd do better to find a local store that will buy your shirts (that you make on cafepress) and then, if successful, move to larger and larger stores.
