The on-deck hitter is not required to be there, and this is often shown in NL games with the pitcher due up and the manager wanting to wait and see what to do, depending on the situation). During the middle of the inning their could me nobody on the field. Since you stated that what is minimum number during any part of the inning. So the minimum is 0. That maximum with all outfielder, the batter, bases loaded, and a player on deck. so that is 14 for the max.

The minimum is 0, in between the top and the bottom of the inning there are no players on the field.
The maximum I would say is 14, when a pitcher is coming in for relief the other pitcher stays on the mound to hand him the ball so you have one player in every position and two on the mound. If bases are loaded and a batter is on deck you have a total of 14. (15 if you count the batter on deck and 13 if you don't count the catcher)

In the official rules of Major League Baseball, the very first rule is as follows:
1.01 "Baseball is a game between two teams of nine players each, under direction of a manager, played on an enclosed field in accordance with these rules, under jurisdiction of one or more umpires."
Hence, 9 is both the minimum and maximum number of players on any team. Although, as others have said, if you want to include the baserunners, the batter and the players waiting to bat, there will be more than 9 actually on the field at any given moment.

The minimum number of active players on the playing field would be 9......which only includes the defense (it would be 10 if you include the batter on offense). The maximum amount of active players on the field would be 13......that would be the 9 players on defense, and one base runner on each base for offense, and the batter.

"Active" precludes the "cute" answer of zero for when the teams change positions. It also precludes counting the on-deck hitter.
The minimum number of active players is nine, to account for the defense if the batter refuses to take his position and the plate umpire orders the pitcher to pitch. (Sometimes batters do refuse to take their position within a reasonable amount of time after the teams change positions and are still in the dugout when play begins a new half-inning.)
The maximum number of active players is 13: nine for the defense, three for base runners, and one for the batter. The base coaches are not players.
The catcher, for your information, most certainly is on the field, as the field encompasses fair and foul territory. (And no, the players in the bullpen, if the bullpens are on the field, are not active players.)
