People commit crimes because some people think it is an easier way of life. If you think about it, it's harder to be more successful through goodness than it is through badness. Take for instance, you have someone who tries to be true to others. In order to be true you have to except who you are, and repsect the values of others. The problem with that is it's harder to do when people don't respect you. Facing this problem, many people lie or do things for self-gain. However, some go to the extreme and become criminals, a more easier life (so long as you dont get caught). In the criminal world, some people see it to be much more easier to reach the top quicker. They think nobody cares about them, so why should they care about you. Because of this they commit acts of crime to make easy cash, or get rid of enemies. They beleive crime does pay, but to the ones they hurt that is far from the truth. Crimes are human nature, and not all are meant for harm (classic example of food for family, but no money; is it right? No. But is it moral not to help? No.) Also someone said criminals are all stupid. That is not entirely true either. They may be stupid in deciding to be criminals, but how far they can go proves their genius (dont get me wrong, criminals are bad people, but you dont want to underestimate simply from anger, face it criminals can be smart-and thats what makes them so dangerous). To put this all simply, criminals see crime as a gateway out of their troubles. However they fail to realize that there are good people out there who care, and sometimes its just too late to help. Sometimes crime does pay, I know plenty of people who have made good money off selling drugs and now don't have to work another day. Look at a lot of the rap stars, they financed their careers (or at least claim they did) selling drugs.
Crime is not always easy money. A good criminal (oxymoron?) weighs the costs with the benefits, ie the risk of jail, hurt to reputation, future, etc. etc. vs the financial gain thrill etc.
Unfortunately, and probably where the phrase comes from, most criminals are not intelligent, or in good circumstances where they can make an informed decision. They are often poor, and more often beset by an addiction of some sort. It is for these people that crime does not pay. This is because they can't weigh those risks, they have to do what they do to get by. They almost always get caught or killed, and seldom get any rehabilitation when they get caught. They, sadly, will likely be caught in the cycle forever.

Crime pays big time for a lot of people. White collar crime pays the best. Ask the lawyers. They have it all figured out.

Because there are just people who will do things for the thrill that it brings. Others think they are smarter than police and scientists and lawyers. Still others do it just because they have nothing better to do. Gangs commit crimes as an initiation. Crime has never paid, yet it has always been around because of one simple thing: greed.

In the long run, it costs. The law always catches up. If you were living in a place like Newark, NJ and nobody would hire you for anything better than a hamburger flipper, yet people who sold drugs (and things that will always have demand) have all types of money, then you might choose the first option. But sooner or later, you will end up with three options, jails, institutions, and death. Not neccesarily in that order.

Because there will always be people who think they are entitled to "your stuff", who think they should have what you have - for free.
Criminals are not smart enought to realize that crime doesn't pay.. If they WERE smart, they wouldn't be criminals.They think if they get caught, they can deny it and will be set free.
They are also lazy and don't want to work for pay. They would rather steal and collect welfare, sell drugs or whatever so they can drink and shoot up all night and sleep all day.
