xtraluvly03 has the best synopsis of the situation. Here's my take (and I was a teacher in a middle school for a short time).
There has been a widespread movement across the US to remove recess from all schools. The belief is that widening class hours (notice how schools start earlier and end later than they did 10-15 years ago?) and reducing non-class time in the day will increase student learning and put the US back on par with other countries.
This is an erroneous argument for many reasons.
Firstly, the attention span issue. Children, even in high school, simply cannot maintain focused attention for 8 hours straight. Studies have shown that when studying, it is better to study 20 minutes, break, 20min, break, 20 min rather than studying for a whole hour straight. Same concept...this is how the human brain works.
Next is the obesiy angle. While indirect, by not getting kids outside (or even in the gym) to expend energy, coupled with snack and pop machines in schools, we are making our kids heavier and less active. This is also, to a large extent, true.
The most important, from my perspective, is classroom behavior. Children of all ages NEED time to be active, to socialize. If they cannot do it during breaks in the day, they WILL do it during classtime, and this negatively impacts all the students. Classroom disruptions and disciplinary incidents increase when recess times are removed.
The problem is wider. The reason that the US lags behind other countries (usually compared to Japan) is parenting. In Japan, children are generally held to a higher standard, parents are typically more involved, and misbevahior is not as tolerated. In the US, children seem to tell their parents off all the time to no consequence.
Until this country learns that you cannot improve QUALITY simply by improving QUANTITY, nothing will improve.

No, I don't think recess should be banned. Kids are naturally full of energy and they need to have a way to let out that energy in order to stay focus in class. I know myself as an adult that when I am doing school work for hours that I loose my focus and concentration and I get very restless when I am in one place for a long amount of time. When I was a child I had two recesses and now these kids today only have one. For some kids that may not be enough physical activity and could be one of the reason more problems with attention span in some children. I find that when my kids are more physically active they have a greater attention span and are able to focus better. Hope that helps!

Here's the topic to debate both sides: Pro-recess: recess is a way to break from learning and sitting all day. Even adults get smoke breaks or water cooler/coffee breaks. It's not productive to force children to sit all day with only lunch as a break. Recess promoted interpersonal interaction that students will need to succeed in life. Anti-recess: more can be accomplished in a day if students are not taking breaks to play. It will force teachers to create fun interactive methods of teaching because children have short attention spans and will need something fun to hold their interest.

No. We already have enough fat kids since they cut out most of the recesses. When I was in school, we had 15 minutes around 9:30, had a hour lunch and 20 minutes in afternoon. Now what do kids get? 15 minutes for lunch and a 3 minutes between class.

No- recess should not be banned... Students need to have a brain break... As students get older they are able to hold their attention longer but younger students need the rest. it is also a stage that students learn to control their cognitive abilities-- where they learn to interact with students more and with less supervision from adults. They learn to control when they are going to do math versus playing.
Also with increasing obesity and childhood diabetes in U.S. - students need time to go outside and run- recess may be the only time they get to do this. P.E. in most school districts for kids under 6th grade is only once or twice a week.

It depends what age group you're talking about. If they're under 10, then definitely. Kids of that age can't sit still all day long, they need a chance to run around and have a little fun. If it's older than that, then they probably don't. It's just a chance for them to muck around.

No. Kids deserve to have something to relive the stress of their day. It is also good because it gives them a chance to socialize. That is just as important as anything they are going to learn in class. Let them have their fun.
