Isn't case law the specific aspects of interpreting a law made by the precedents set by other cases? Like, a law on interstate transport is made and applied to a case. The case doesn't quite match what the law says, but the court decides it does (or it doesn't.) So case law is made by the court - be it a judge or a group, like a regional, state, or national supreme court.
