It's RETARDED, and yes, it IS offensive. My son is 17 and he always says "that's so retarded". I tell him it offends me, and he tries not to say it around me. Why does it offend me? Because my brother had Down's Syndrome and he was retarded. He was so sweet and loving. He accepted everyone for who they were, but he could always tell who couldn't accept him and he blatantly ignored them. I grew up watching people tease and make fun of my retarded brother. People who are retarded can't help being retarded. Retarded people are usually incredibly sweet and caring and innocent people. They are not stupid or dumb. Their brains simply have an inability to think and to reason past a certain level. When a person says "that's retarded" or "don't be retarded", that is an offense to retarded people because the comment is said as an insult. Why should being retarded be an insult? It's simply a fact of life for many people who can't help being retarded. It is nothing to be ashamed of. If someone wants to insult someone, then they can say "don't be stupid" or "that's dumb". Being stupid or dumb IS an insult because it implies someone is behaving like an idiot. It is not a reflection of their mental capabilities which they have no control over. Do you see where I am going with this? I just wanted to explain to you why this term is so offensive. My son understands why it bothers me, and he tells me that he isn't trying to insult retarded people when he says it. In fact, he loved my brother and my brother loved my son very much. My brother died suddenly 2 years ago. Sadly, many people with Down's Syndrome don't live to middle age.
Anyway, I think it sounds like you don't mean to offend anyone by saying something is retarded, but since you asked why it is offensive, I hope my answer was helpful. If you say it only around your friends, I suppose you would be fine, but if you are in public where strangers are, you should choose a different way to express yourself because someone could overhear you and be offended because they have a retarded family member. Retardation is far more common than people realize. I actually really appreciate your question because it shows a sincere desire to understand why something offends, and gives others the opportunity to explain. Thank you for asking this question!
