If they would do it it would be costly. The hydrant is hooked directly to the water main. Also the hydrant will be on city property and they would not let you build to where the hydrant is located. To find the edge of your property look for the water shut off valve in front of your house. It is usually located on the property line.

Moving a fire hydrant is a very complicated, very EXPENSIVE proposition. You'd have to petition the city council to get it moved and you'd have to have one heck of a good reason -- building a ramp for a physically disabled person may be good enough, but if it's more for personal convenience you can forget it. You can also expect the city to be reluctant if there is another solution that doesn't involve moving the hydrant. But hey, you don't know until you try, so call the city and start off with the Department of Public Works. If they don't handle it, they can tell you who does.

You'll have to call the city public works department. I hope you have a good story as it may be difficult for them to do anything as the hydrant is probably on city property.

It might depend why you need a ramp. If it's because you or a member of your household is disabled and needs wheelchair or vehicle access, then you might have a chance. Otherwise, I would say it would be very expensive....if not impossible.
All you can do is ask. They can only say no.
