Where ever the jump ball is pointing too. After the winner wins the tip the jump ball goes to the other team. After that it alternates on subsequent jump ball situations.

It is all determined by the possesion arrow. So a team may win the opening tip and if there is another "jump ball" situation in the half, the same team could inbound it at the beginning of the second half as well.
In the NBA, the team that wins the tip also inbounds in the beginning of the fourth quarter. The team that doesn't win the tip inbounds the beginning of the 2nd and 3rd quarters.
