If your house is more than 20 years old and has a close boarded fence with arris rails, the one where the rails are YOUR side is yours.
It was traditional to "show your neighbour the best side" - thus, you would see the worst side of YOURS and the best side of THEIRS.

The only way to truly know where the property line is is to have a surveyor come out and do the measurements. The assessors office will have a physical description of your property but it doesn't tell you exactly where the property line is.
I suggest you talk to your neighbor, and make an arrangement for you both to fix the fences. It may be the cost of 1 fence can be split between you.

I Hope you have nice neighbors. Since both fences may be common to you and your neighbors property. You both have the responsibility to repair the fence or fences. You may want to knock on your neighbors door and ask for a helping hand. Otherwise if you are not on good terms with your neighbor it is best to just go ahead and fix it yourself to protect the security of your property.

Look at the deeds to your property which will state your boundary's including fences. I am also sure that when facing any fence from your property it will be the one to the right of you.

Go to city/town hall, tax assessors office and find out where your property actually is. This is the legal way to find out, no troubles and free usually.

your best bet is to call your city and ask.
In my home town, fences were the co-responsibility of adjacent property owners, but you'll know for sure if you ask your city.

your deeds should have the boundary lines on i guess who ever put it up in the first place failing that seek a solicitors advice or just go 50/50, with next door are you insured !
