I have 120 GB harddrive.I have set the recycle bin up to 8%, but the limit size is only ~ 4 GB(3,99 GB).How to increase it?

Why don't you just empty your recycle bin.
and by the way, you can delete any size thing, it just doesn't go into recycle bin.

I have 2 hard drives and drive image 7 program.
Every monday morning at 2 am, Drive image 7 copies my complete hard drive "C" onto my second drive "F"

if either of my drives crashes, I have back up and don't lose more than a week of stuff.

But every week or two I have to delete old copies on my "F" drive

I highlight the oldest of two copies, and click delete
a box comes up and asks if I am sure. I click yes
Immediately another box comes up saying file is 2 large (46 GB) do I want tp permanently delete the file
I click yes and it is gone forever.

So you can see, recycle bin size isn't too important.

I'm pretty sure you won't need more than 4GB of Recycle Bin space.
