As others have said, the tester is just the bottle they've opened for people to test on themselves in the store. It can also be a small bottle a fragrance retail clerk makes up for you or has on hand, to give you to take home and test for a while---but usually they call those samples rather than testers.
However, it seems like you may be noticing a difference in fragrance between a perfume you've smelled on someone or used and the tester in the store. The reason for that could be that the tester has been exposed to air (if it has a stopper, not a spray-top) for longer than the one you smelled before, differences created by the body chemistry of the person you smelled it on, or perhaps the difference in strength of the fragrance. As someone else mentioned, fragrances are usually offered in several different strengths (in addition to perfume/parfum, eau de toilette, and cologne; now there are sometimes "voile"s and/or mists). Unless it's a very high-end store, they usually have one of the less powerful (and less expensive) fragrance strength out as a tester. High-end stores tend to have both or all strengths, so make sure you're testing the strength you meant to try.
Happy testing!

A Tester is a botttle put out by the distributor or store that is basically set aside for customers to try it out, spray on themselves, to see if they like it. It is the same Perfume that is in the other bottles of it, its just available to use so that they don't have to sell used bottles.
There are several chemicals that rank in order of the fragrance or oil used in it. It goes Perfume, toilette, and cologne. As you have less fragrance the scent doesn't last as long, it evaporates off the body. Perfume lasts all day where as the others can wear off sooner depending on what it is.

A tester is the same thing. It's just one that people can use in the store to see what is smells like.
