Actually, watching your link, the question should read: Why does FEMA let idiots like this volunteer? I swear I got a contact buzz just watching her! Her own statement contained no racist remarks or actions from the FEMA employees. See for yourself...if you care to waste 6 minutes.

1) How would you screen for them?
2) Freedom of thought. People can hold whatever ideas they like, even those which are repugnant.
3) Once hired, it is almost impossible to fire a civil service employee.
