I was confused with the title because Idi Amin was head of Uganda but I know if gave himself other titles but I really was confused with who is being called King of Scotland.

Idi Amin granted himself the title "His Excellency President for Life, Field Marshal Al Hadji Doctor Idi Amin, VC, DSO, MC, Lord of All the Beasts of the Earth and Fishes of the Sea, and Conqueror of the British Empire in Africa in General and Uganda in Particular.

He often referred to himself as The King of Scotland because of his deep affection for Scottish culture and his respect for the bravery of Scottish soldiers. Additionally, he saw himself as "avenging" the Scottish people by defeating the English; a task with which the Scottish had not recently been successful with.

Idi Amin-he was obsessed with Scotland and Scottish military regalia having served with Scottish troops while in the army (King's African Rifles) and he declared himself to be the last King of Scotland and stated that he had defeated the "English" empire.

It refers to Idi Amin. Supposedly Idi Amin really loved Scotland and vowed to one day liberate Scotland from the Imperial English rule, as he planned to do for Uganda. Hence, he would be the last king of Scotland.

because his aid came from Scotland unfortunately not sure of the full story but he was most definitely not the king of Scotland just a Cretan which is Scots for not a nice person
