This can occur during the summer in Russia, Canada, and the United States. I'm guessing you pulled this out from a list of triva...but if one thinks about the actual dynamics involved, it's not so rare an occurance as one initially assumes. (You can't always trust the answers to trivia questions.)

For instance, in the month of June, one could easily observe the sun setting in Alaska while it is rising Maine. Consider that in Anchorage the sun is only below the horizon for a couple of hours.

The trivia question you ask is obviously assuming the great width of Russia. However, on the day of the equinox, when there is equal day and night, the sun does not, in fact, rise and set over different parts of Russia at the same time. Russia simply does not span half the circumference of the globe. It only "works" when the sun is north of the celestial equator (during Spring and Summer). Sure, it occurs more often over Russia, but close to the Summer solstice, it also occurs over parts of Canada and the USA. People who come up with trivia questions often overlook such details.
