My son is holding a Singapore passport, can he go to a public elementary school in States? How?

I think so. Even illegal immigrants of (student age) can go to public schools in the states. Singapore passport doesn't need to get USA visa, i believe to enter as a visitor but as a student, i am not sure the legal requirement to stay in the states. for registering in private or public school, definitely he can!

I assume you live in the US. just take him to school and register him. there are no other requirements.
