Unless Disney raises the price of admission, no matter when you buy the tickets they are going to be the same price.
There are really very few, safe ways, to save money on tickets. The easiest way is to buy your tickets before you go. Disney will give you an early purchase savings, which will vary based on the length and what kind of a ticket you get. It isn't a huge savings, but it is something.
The second way is to buy a longer pass. If you will be going to Disney for a week, but only want buy a pass for 4 days because you don't think you can afford a pass longer than that, be sure to price out your options. Disney lowers the cost per day as you get a longer pass. So, if you get a 3 or 4 days pass, your cost for each additional day is only about $1.07 per person. It really helps to average down the cost and also gives you more time in the parks.
Also, if you will be staying onsite, do a package. Disney offers a promotion for most every day of the year. So far they have gone out to the first few days of June, anything before that dates has had all the promotions, anything after that date has not had any promotions yet. This will give you more savings and in some cases will also give you a discount on your ticket, i.e. a free upgraded ticket.
There are other options as well. For example, AAA. If you are't a member, however, this may not save you anything with the cost of the membership. There are many sites online that advertise lower ticket costs, including sellers on ebay. Just bevery careful because a lot of these are scams. You may be purchasing an expired ticket or a ticket someone else has used that is no longer useable by you because they are non-transferrable, or even someone selling a ticket they purcahsed with a Florida resident discount, if you can't show proof you actually live in Florida, they will make you pay the difference. So, it is very risky to buy your passes this way. Also, a lot of these sites are offering a timeshare deal, where you would have to sit through a long presentation and then they give you a few free passes. So just be very careful.
So, in short, it really doesn't matter when you purchase your passes, but there are a few ways to save a little money on the tickets.

I always plan so far in advance. This is simply so that I can make my dining reservations sooner (because a lot of restaurants book up quickly)! So I recommend you book your tickets months in advance if you have your days all figured out and your flight has been purchased. Always book your flight first so you'll know for sure when you are traveling. The same goes for Hotels.

I like to purchase my tickets well in advance. The only reason I do this is to help with budgeting. If I buy them early, by the time I go on my trip, I have more money for spending while I am there.

Tickets can be purchased anytime. I usually buy them from the hotel when we get there (assuming you are staying on-site). However, you should book your hotels and make any dinner reservations a few months ahead of time, just in case. The price won't change, though.

Tickets are no problem to purchase. You can even buy at the gates. If you plan to stay in a resort, either on or off property, the earlier you book, the better.

As soon as you know you are going. Paper tickets to disney don't have expiration dates and unfortuntely do go up in price yearly.
