if you are outside of the USA, and if you have a chance to migrate from other country to the USA by immigrant visa or if your child is already a citizen of American, Yes, he can study in the USA. But if you are outside of the USA without having legal permit to enter to the USA, it will be hard for your son of 4 yrs old to study in the USA because first of all, he isn't the age to enter into the school yet, second, you or legal guardian must be with him and it's not easy to get the visa for 2 of you or 3 of you unless you have millions of money to support for your son and yourself as selfsponsor. Moreover, i never heard of preschool or kingdergarden school giving I20 visa to the kingdergarden students. for more information, please visit to www.uscis.gov
