Are you looking for a LEGAL method? ;)

eMusic does a monthly plan to where you pay per month, and you can download a set amount of songs. I've never personally used them, but I've heard good things about them.

For most mainstream music, when you buy them they're in a protected format, usually WMA or AAC, although Yahoo Music is experimenting with selling a few tracks in unprotected MP3 format.

The best cheap (not free site) with a massive, mainstream collection is allofmp3.com. Typically about 10 cents per song. You will have to sign up and use their download software, but it's well worth it. Millions of happy customers.
