Well in this world there are men and mice. Chav's are the little mice hiding behind their ridiculous hoods and acting hard when really, inside, they're pooey themselves because the amazing people kick their a**es at everything. Therefore, they hide their shame in an act of "Grrr! I'm hard". Right, that was random :D

They hide their face because they're so insecure in themselves and individuality it becomes easier to be a faceless member of a mass group without individual responsibility for your actions.
As for why they try to "act hard", simple - they're absolute eejits and see nothing else in their capability that would impress people so they extenuate the teenage rebelliousness.

Because to look upon their face would be to look upon the face of God himself and they know that this would kill us so they rather nicely cover up, they act hard because they like the taste of viagra and most probably are hard
