All Oscar nominations come from the Motion Picture Academy of America (the MPAA) members, most of whose members represent upper middle class values. They tend to look more for storytelling values and outstanding haute couture -- high culture -- than for a good time at the movies like you or I do. Sounds snooty, and in a way it is.

Usually the best films made are not the most popular ones and that's probably because they have stories that appeal to the acadamy members (family values, deception, or twists), but are sometimes boring for moviegoers. However, the winner is eventually one that was pretty popular and always REAlly good and a must-see.
