Either it is 8 meters minus 83 cm (8.17meters) or the 8 meters refers to the diameter of the ball of string. In which case you would need to know or assume the cross sectional area of the string.
Or it could be word play implying that the ball of 8 meters is currently 8 meters after the string has been removed. Answer 8 meters.

They are all right of course but its not easy if you are not metric minded --- buy a metric tape measure and practise you will soon pick up the method. 1 metre is 100 centimetres

7.17m its just a simple subtraction:
1m = 100cm so 8m = 800cm. 800cm - 83cm = 717cm. Divide by 100 to get it in metres. i.e. 717cm/100cm = 7.17m.
