just moved into a very small town, only house available at the time.The neighbors need help...but I'm guessing I have to do the work. Here goes...they have 3 dogs, 2 in front yard, chained up and one in side yard next to my house, chained up. First problem is barking all the time. Second problem is they do not clean up after their animals. It is winter and we can still smell it. In the summer time we will have to deal with fleas and ticks. The fence line dividing our property is like chicken wire. Is there any plants that repeal fles and ticks and offers enough aroma to offset the smell. Can't move yet, so that's not an option. go to town council or township meetings and see if there is an ordinance on the books about cleaning up dog poop. in our small town you have 24 hours to clean up mess. so me and the mrs. try to make a point to go out atleast once a day and scoop. there also may be a noise ordinance against barking dogs...if not try to get these laws passed...shouldnt be difficult

First you should talk to your neighbor and tell them about the barking and the fact they need to pick up the dog poo as it's very odifferous.
If that doesn't help, contact your local city hall and find out about the rules and regs on how many dogs, barking laws, etc. Our city had a rule that no more than 2 dogs and if they were outside for an extended amount of time they had to have food, water and shelter.
You shouldn't have to worry about fleas and ticks if the dogs stay in their yard. If you don't want to see the neighbor's yard, contact a local nursery and ask them what would work best as a tall hedge in your zone.

I would check with your town laws. I live in Madison, WI and we are required to pick up after our dogs. If we don't there is a $250 fine. We are even required to pick it up in our own yards. Not right away, but we can't let it pile up for a week or two. Your town may have that law, and you can get them fined for not picking it up. It also sounds like they are not taking care of their animals properly. You could probably call someone in animal services and their animals could be taken away for animal abuse. You may want to talk to them about the problems you are having with their animals before you take any of the steps above.

No one has to put up with barking. Gently inform your neighbor. They may not even know their dogs bark - if they're gone at work. If they don't comply, call the police.
Put up another fence, and add climbing vines.
I think the fleas and ticks are imagined, yes?

Report it to animal control... and call nonemergency police when the dogs are barking.. Enough complaints will get the animal control to put enforcements on the dogs care and they will get tickets for noise disturbence.. You neighors will get tired of the trouble and either move themselves or take proper care of their dogs.

Look into the laws pertaining to animal, here u can noyt have 3 legally and get to know the area police and do not break the law as they will pounce if u, your neighbours that is

if they are causing a health hazard call the local ASPCA or pound and have them look into it chained up could be considered animal crulety

if you think that's bad listen to this...
to the left of me is an old woman who is mean who lives with her homosexual son who has three daughters who always have the cops over for many, many, many reasons.
to the right of me is a skizophrenic who does things that breaks my heart.
across from me are pakastans or w/e and they broke into the mayors house, speed like crazy when there's kids on the street, broke into my house downloaded asian porn and always whistle and make stupid comments when they see you. also, they think they're "gangstas" and the cops usually accompany them too.
two houses down is a girl who just completed drug rehab. it was a sad story.
and what's the best part of all this!?
every single one of them always wants to be at my house.
