I recently opened up a paypal account sent $650 with an instant transfer from my bank to an individual selling an item I wanted. It has been almost a full month and I had heard nothing from them since our telephone conversation. I emailed with no response. so, I filed a claim with paypal stating that I didn't receive it. the seller then provided a tracking number from delta airlines that stated that someone other than myself picked up my item and signed for at the airlines! She is stating that it is MY daughter in another state!! Now, I'm very worried because the investigation has been going on for almost 3 weeks. They have made 2 calls with the seller and the seller has also faxed them something. But, they have not contacted me! I'm worried because I made the payment before I was able to verify my address. Is it possible that this person can win eventhough they sent it to a diff. address and a diff. person and say that I told them too? I will never use paypal again.

If you bought this item through eBay you have better options to solve the problem. If you just sent the money through paypal its going to be hard to fight it. You can file a dispute and escalate it to a claim and the sellers paypal account money from this transaction will be frozen until it is resolved.

Questions,
did you get a e-mail confirmation of your order? with the address it was being sent to?
did you get a e-mail to confirm the date of dispatch and a tracking Number? and the address it was sent to
did you get a e-mail from Pay Pal confirming the transaction?

Questions to ask pay pal, the seller and Delta airlines
Was an ID shown at the pick up point? (if not why not)
who was it?
was the name and address taken of the person that picked it up
date and time? it was picked up
check if this has happed before with this seller he could be a con man

now to help you out for the next internet purchase, never do anything over the internet, you may have a key logger (spyware) on your computer, a key logger sends out everything you do on a computer,

always do business over the phone, get the items from the internet by all means but then phone the order through, that way you will have a record of the phone call on your phone bill with time and date.

if you do, do business over the internet then always print out all the details and keep it in a safe place

Wait till the 30 days of the claim review is finished. Also, if you purchased the item through eBay, file a claim through them, as well.
You can also call paypal and eBay. Here are the numbers:

eBay.com 888-749-3229
800-322-9266
PayPal.com 888-215-5506
888-221-1161
.

Good luck!

paypal...should confirm the tracking number to the name on the paypal account and the address on the paypal account. If they can confirm that on the tracking number and paperwork ...you will loose.

Paypal goes with the tracking number as proof. It happens..there are times where I have seen sellers mail empty boxes and so long as paypal as a tracking number attached..paypal doesn't care. You will still loose.

Next time..make your own shipping arrangemens.

While both EBAy and PayPal claim to protect buyers, I have been scammed several times and both companies hid behind lengthily, complex, and expensive procedures and finger pointing.

the seller has to prove that you have the sent item. You obviously havent, so i guess things will be ok.
