It is found in Matthew 25:32
"He will gather the nations of the world together and separate them as a shepherd separates the sheep from the goats"
It is speaking of the judgement of the nations. The sheep are Israel and the nations who support Israel and the goats are the ones who are against Israel. All of the nations of the world will be judged according to how they have treated Israel.

I believe it is referring to the people as a whole
The sheep/rams would be the "flock" as the church referres to them and the goats would be the unbelievers, or perhaps the people who dont have faith
