Here's a proxy to check out.
Follow instructions and you shouldn't have a problem.

It depends on how it is blocked, and how you get internet access...

If blocked in DNS, you could use the actual IP address instead...

if blocked in a firewall that blocks the IP, you would need to re-route through a proxy server that can traverse the firewall for you
