In questions like this, you can convert plain english to an equation by doing the following:

1. Represent percentages as the number divided by 100. So 25% becomes 0.25.
2. Change the word "is" to "="
3. Change the word "of" to a multiplication sign.

So "15 is 25% of what number"

becomes

15 = 0.25x (Where x is the number you are trying to solve for).

In this simple algebra equation, x = 15/.25 = 60.

25% (some number) = 15
(some number) = 15 / 25%

k i can't really do this on a computer that well, but the equation in words is basically: 15 over "x" is equal to 25 over 100. After you set up the equation, you can simplify 25/100 to 1/4. Then, you cross multiply, so...

15x4 = x
60 = x

this is the most complicated way to do it. for a problem like this, you can probably just decide at the beginning that you'll get the answer if you just multiply 15 by 4. However, this is definitely the best method once you move on to more complicated problems where you can't figure out the answer so easily.
