You can't really say that easily. They were all products of their times. The current one would not at all have suited the mid 60's,
and vise versa.

For me its still the first Doctor, William Hartnell. The character of Hartell's Doctor was more ambiguous than most and had a darker and more ruthless side, which made it more interesting I think. I also tend to think the writing and storytelling was better in Hartnell's day than in most other Doctor Who eras.
I also have very fond memories of Tom Baker, Jon Pertwee and Patrick Troughton as the Doctor. Particularly Baker, who had a great knack of being completely eccentric and off the wall one moment, and deadly serious and authoritative the next. I think David Tennant has something of that in his character as well, and is certainly the best since Tom Baker.
As far as best of all goes though, I'll stick with Hartnell. The original and the best.

Tom Baker is the best...
IMO, Tom had the best delivery of his lines and was able to ad-lib very effectively the few times that he had (obviously) forgotten his line or could not read the que card.
He also seemed to have actually _read_ the short stories on which the episodes were based, something some of the others apparently did not do, John Pertwee for example.

Actors who get the chance to play the Doctor, get the opportunity to reinvent the Doctor in many ways: they are not just actors playing the same character.
I have seen Doctor Who from the day it flickered onto our black and white televisions with the original (and best to me) William Hartnell. The wonderful thing about William Hartnell, despite advancing years and poor health and the fact that the programme was recorded as live, was that he believed He was the Doctor and put his heart and soul into the role. I was gripped to the spot week after week and even now I can suspend all disbelief and just watch the new stuff afresh.
Christopher Eccleston was essentially the Doctor, unpredictable, quirky and moody. I never liked Tom Baker (unfortunately many do therefore I will be in a minority).

Though Tom Baker has been the most popular, I was more fond of Sylveste Mc Coy he was a nice combination of Patrick Troughton and Colin Baker, who was so much fun..
I got to meet Patrick, Jon Pertwee, Peter Davison and Colin Baker at conventions..

I think theyve all be good in their time, each bringing their own personality. For me Dr Who is more John pertwee, only because he was Dr who when i was a Lad. But ive enjoyed them all

I have really enjoyed the repeats of Tom Baker but my favourite is still Slyvester Mc Coy who was the Doctor when I was a kid.

Patrick trough ton was a good Dr who but i think the best 1 was (ican`t remember his name)the chap who played the sergeant in carry on sergeant. long white hair and always seemed confused.
