Who decides who is the best dressed and worst dressed at the Awards, they all looked good to me?

Hollywood critics and self-proclaimed, so-called know it alls. I think Jeniffer Hudson was stunning last night and she ended up on the worst dress list. I did NOT like NIcole Kidmans dress at all. The color was gorgeous but the bow tied around her neck looked liked a noose. It was hideous.
