anytime some one asks you to send money to Africa in order to get a loan in England, you should immediately run the other way.
This is advice from Stateside; though I have no knowledge of the specific transaction that you asked about, there are a lot of scams that seem to be coming out of Africa, Nigeria in particular.

I am a lender and I deal with a lot of loan companies and banks private lenders etc. One rule of thumb is never deal with any out of country lenders. If it is legit their laws of interest and what they can charge you are not governed the way ours are. So personally I say find someone in the US to do business with and play it safe. At least you have our laws working for you here.
