Serbia and Montenegro are neighboring provinces that once were part of Yugoslavia. Since the death of Marshall Tito, who controlled the Serbian dominated Yugoslavia, things have been on a decline. Most , if not all of the provinces have broken away from Serbia, mainly because of the mis-management of Milosevic, the butcher of the Balkans, who followed Tito as Yugoslavia's new leader.
Milosevic came to power in the early 1990's, at which time wars broke out Bosnia Herzegovina, Croatia, and other provinces. Later, the Serbs attacked the Albanians in Kosovo. The Albanians are primarily Muslim, the Serbs Christian, so this became a religious conflict, along with Serbia exerting it's power over the weaker Kosovo where many Serbs lived un-harmoniously amongst the Albanians.
Montenegro was the last province to demand independence from Serbia, so the only province left under Serbian control, is Kosovo. However, the control is really in the hands of the UN and UN troops who keep the two factions from killing one another. Kosovo too, wants independence from Serbia, and it's just a matter of time before this happens.
With Marshall Tito gone, the Serbs have not been able to find a leader who can keep the coalition together. Yugoslavia is no more. The Balkans are now a gathering of independent provinces, including Montenegro!

Serbia and montenegro are regions that used to compose the coutry yugoslavia together with bosnia, herzegovina, kosovo, etc... the country yugoslavia dissolved and whats left is only Serbia and Montenegro. i think the reason why serbia sounds cold is because it sounds so European. while montenegro is hot because it sounds like a caribbean island.

Serbia is definitely not cold (well, it is in the winter). Think of it as a Midwestern state with cold winters and hot and dry summers. Since Montenegro is by the Adriatic Sea, it is milder and more pleasant overall climate wise.
I am from there, so if you have any questions I will be more than happy to answer.

There was Socialist Federative Republic of Yugoslavia, that was communist country and was consisted from 6 different republics (similar like SSSR). Now all those ex-Yugoslav republics are indipendent states: Slovenia (in EU now), Croatia, Bosnia and Herzegovina, Serbia, Montenegro and FYRM.
At beggining of 90., republics separeted and became indipendent, but Serbia and Montenegro decided to stay togheter and called themself Federative Republic of Yugoslavia. Recently they separated too, and now are 2 different states.
Note that Serbia is biggest ex-Yu republic, and its capital Belgrade was also capital of Yugoslavia. Serbia is landlocked, while Montenegro is by the sea.
