you can try men's/boy's jeans. they are made so that the waist and hips are essentially the same size as one another, so you don't usually end up having a saggy butt. many of the men's jeans now are made with flares and bootcuts, so they don't really look different than women's. I know this is the case at Old Navy, especially and more speciality stores.

I have the same problem - a very straight up and down body, right?
I usually go to Jacob or Jacob Annex to buy my jeans. I've tried American Eagle Outfitters, and all these other brands, but I find the best fitting ones are at Jacob, hands down. Unless you want to shell out $300 + for the more boutique jeans.
Try J. Crew as well.. and Gap has those new "shape" jeans that conform to your shape (straight up and down, or larger hips, or larger waist, smaller hips, etc)
I also tend to avoid low-rise or hip huggers, because the butt sags after the jeans stretch a bit from wearing it all day long. I also find it irritating to keep trying to pull it up when it stretches out and sags. I tend to buy mid-rise jeans that are more fitted, and nothing that says explicitly "stretch jeans" in them.
Also, mid-rise jeans ( NO HIGH RISE PLEASE ), tend to hold in tighter at your waist (or in my case, my lack of one), and it gives a nice curve to your butt. If you wear the super high-rise, ribcage jeans from the 70s, you can see that their butts are not saggy at all and totally highlighted...

buy hip huggers or low rise - jeans whose tops come up to your hips, instead of all the way up to your waist. then they will have a flattering fit for your hips, butt, and thighs and you don't have to worry about the waist.

You should try American Eagle jeans. Thoughs are the best it fits anybody. Or just go to Target they have things like that. But let me tell u american eagle costs alot.
