If you're Chairman, then you don't have other priorities that would take precedence over a meeting of the Joint Chiefs. If there were a meeting that needed to occur and the Chairman was unavailable and couldn't be added via teleconference, then the Vice Chairman (currently Admiral Edmund P. Giambastiani, Jr.) would be in charge.
