Use FireFox to prevent getting popus. Visit http://www.mozilla.com and download this free browser. But use Internet Explorer for Windows Updates and known websites that you can trust.
Many popup blockers mask other problems. Use an anti-spyware solution to clean up the mess. I recommend that you go to http://www.download.com and get AD-AWARE and SpyBot Search & Destory. Install, run, update and scan your computer with both programs.
These are cleanup tools. Ad-aware cleans files, and SpyBot cleans the registry.

The easiest way is to use software to stop the popups. You can download a popup blocker from various websites to include www.download.com Also you can use something like yahoo or google toolbar which include free popup blockers as well as spyware scanners. Or simply upgrade to Internet Explorer 7 as it includes a popup blocker. Hope this helps

If you're referring to ads that pop up, then get Google toolbar, and activate the Internet Explorer popup blocker.

You should have a tool bar ontop of your screen when you are online. if you move mouse your mouse over the icons, slowly it will tell you what the button(s) are for. You should have one that it is a popup blocker. Click on the icon once then choose what you want to do. Some pages you view (espec. games) you need to have the blocker OFF.

Get a pop-up blocker. or possibly a virus program who does the same
I think some tolbalrs (like the yahoo or google one) also come s inbuild with one.

what kind of pop up is it...if its a error pop-up just disable that in admin. setting and services and then messages. If its not this one then clicl tools> internet settings and privacy move the bar up a notch or two.

Once that is loaded, it has a built in pop-up blocker that you can just turn on by doing:
tools/Pop-up Blocker/Turn on pop-up blocker.
