I fell down a flight of stairs in June of '06, and the area of my leg that was injured is STILL discolored. Does anyone know why this would be?

Any bruise that does not go away within 3 weeks warrants medical attention. When a bruise stays, it can mean that there is an undiagnosed underlying medical condition. Please see your doctor for a complete check up only he can diagnose what or if you have a problem.

Yes it is possible.

If you don't live until it mends that would be kinda permanent.

Some scar tissue can be discoloured, and there are many reasons that it could mend more slowly.

A bruise that is there for an excessive amount of time is a prime area for cancer to start, ongoing necrosis of muscle tissue or a small but sharp piece of bone shard which will dissolve eventually could be new damage in old familiar places. If it's sore get it checked soon, or hot, or infected. I've had injuries last a couple of years that might have taken a lot less time to mend, 2 years for a bruise on my leg as an example, because my immune system was pharmacologically impaired, consider what drugs you may be taking medically and research their effects on the immune system and blood clotting. Hemophylia can also cause permanent bruising.
