I've written five childrens books and van't afford to publish them

In all fairness, in legitimate publishing you don't pay a dime. There are grants available to select groups so you have some form of income while you write, but to get published, there's nothing.

In the US we just go to the library to pick up the book that lists all the different grants available and we can submit a form to suggest one, but it takes two to three years to get signed and will usually not be approved.

What you need to do is pick up the Writer's Market 2007 and check the Canadian listings (unless you don't mind publishing in the US) and start submitting to agents or publishers. You may want to pick up The Complete Idiot's Guide to Getting Published. It really has a lot of invaluable information in there.
