It's most likely just a side effect of winter time, dry heat, cold air..Johnson and Johnson make this chapped cheek balm that comes in a tiny deodorant like tube that I use on my son. It could be the start of something like hand, foot and mouth disease, which is just a rash, blister like, on hands, feet, faces and sometimes butts of kids, but what you're describing doesn't really sound like it. My guess is that he just needs some good strong moisturizer.

My 9 month old daughter had that too. She constantly has a pacifier in her mouth and from the drooling and the cold air, it caused a rash on her cheeks, her chin, and her nose. Use vaseline. It will help keep the skin moist and take the rash away. If that doesnt help, call your doctor. My daughter had the rash for a few weeks.

If he is teething it could be that drool gets on his face when he is sleeping and is chapping his face.
