you want to use an autoclave and temperature of at least 120 deg. celsius (250F). If your liquid in question is water, just boiling it won't get it hot enough. So you have to increase the pressure to prevent the water boiling at earlier temperatures.
freezing won't really do much, as a lot of bacterial spores are freeze resistant.

Given that a full boil 100 C or 212° F can take up to eighteen minutes to kill everything I don't think it can be done in only ten.

Absolute zero (-273 degC) is the best temperature as nothing survives at that temperature, but the liquid will freeze.
