That is no where near enough fluid for a newborn, are you sure those times are right? I would be taking her to the emergency room if they are, she could be very dehydrated. I dont think ginger will cause jaundice though, you can tell if she has jaundice it makes the skin and the whites of the eye yellow. Seriously you really need to get her seen by a doctor now!
Begs and pleads please please please take her to the doctor now!!!!!!

babies get dehydrated easily, so the fact that she seldom drink breast milk will make her dehydrated.. take her to the docs right away.. and the rashes.. if its on her buttocks then its diaper rash.. but its in her face.. thats not a good sign..

you should try taking her to a doctor, cause i dont think that thats normal for a 18 mn. of coures they have rashes but not always all over. or maybe she's breaking out. be aware of all your surrounding. and make sure people clean their hands before touching her.

if she has jaundice her skin will look yellowish color. that means she needs sunlight. place her crib by a window in the daylight to get some sunlight on her.. . as for the rash. it could be heat rash if you keep her to warm.. it may be contact dermatitis from washing her clothes in certain detegent or some could have held her wearing a perfume or cologne she is allergic to. call your dr. and ask him..
