What is emboldening the terrorists is the prospect of the US backing out before the job is done...which they see evidence of in our Liberal media every single day. So, they believe that if they can just keep up the pressure, we'll lose heart and run.
You might also remember in the early days of the war, there was less resistance, because they thought we were determined and would chase them down and kill them wherever they might be. But we have forced our troops to play a politically correct war. The terrorists have no such constraints and are using it to their advantage.
