Even though Office Live Basics is a free service and Office Live Collaboration is free during its beta period, we still require a credit card in order to validate that every customer is a legitimate entity. When you sign up for a Microsoft Office Live account, Microsoft performs a $1 authorization check on your credit card to verify that the card information you are using is valid and up to date. A temporary $1 charge may appear on your online credit card statement for a short period, but will not appear on your final billing statement for that period.
Requiring a valid credit card is also intended to decrease the likelihood that malicious users will sign up. Web-site scams, such as phishing or spamming, often use fictitious Web sites to deceive consumers into disclosing credit card numbers, bank account information, Social Security numbers, passwords, or other sensitive information. We limit the number of offers to one per credit card number as added protection against malicious users signing up for our service.
We also require a credit card to facilitate payment of any additional services you might sign up for (for example, the purchase of additional domain names or extra storage space) as well as at the conclusion of the Office Live Collaboration Beta, when beta customers will be asked if they would like to continue using our services on a paid, monthly subscription basis. With your explicit permission, we can establish monthly billing using your credit card information. You will be able to continue using our services without interruption and without having to submit additional account information.

Just about anyone can put a web site up on the internet and now adays it is quite easy.
Go to a good domain provider like enom, godaddy, namecheap NOT registerfly and spend under $10 on a domain.
Hop over to hostgator or simmilar and then buy a monthly hosting account. With that will come a site maker - where you can easily set up a web site using one of thousands of templates. You can add payment processors, forums etc.
Get yourself a paypal account and something to sell or go over to clickbank to sell an affiliate to other products.
The only problem you will have is you want to sell promote or talk about illegal activities, terroist activities or sex! Also if you want a high useaga activity such as myspace etc.
It is extremely unlikely that you will be first in anything there are billions of web sites.
Your challenge will be to be listed in the major search engines and then get traffic - but that's another question!

Its very cheap to have your own website. If you plan to be professional about it, do not use one of the free services like Geocities or MySpace. Here is some good info on starting your own site: http://www.richkahmer.com/build-a-website.html
As far as getting your site listed in the top results it depends heavily on what keywords you are trying to do this with. There are some keywords that I have spent a year working with and there are some that I was able to make happen in less than a week.
Build inbound links to your website.
Most of the directories online charge a one time fee to review your site and add it to their index. Here are three of my favorites:

depends on what you want.
You can buy "canned websites" from places like www.godaddy.com They charge about $10 for the domain name (per year) and as little as $7.00/month for a site.
You could also start a free store or about me in a place like http://www.whyabe.com
If you want a customized site with databases and such, you could run into the tens of thousands. A customized 5 page site should cost less than $500
You can also get free websites, like http://www.freewebs.com they will give you everything you need for a free site, but people you will not get your own website like mywebsite.com, you will get something like http://www.freewebs.com/myfreewebsite which can be confusing for people and hard to get you traffic to the site.
You cannot PAY to have you website at the top of the pack. you can however pay to have your website listed as an advertiser at the top or side of a search engine. This is called pay per click advertising.

anybody anywhere can make and publish a web site about anything they want. try it. it's easy, and you can do it for free many places. fill your pages with any amount of nonsense. it's like a big wall that everyone writes on.
